The Bible doesn't call it karma, but does discuss the effect.
Not that I'm aware of. The Bible covers God being sovereign over everything, dispensing justice, cursing the people / lands of those that do evil, and withholding His grace that restrains our depravity.
At no point do I recall the yin / yang standard definition of the concept of karma discussed in scripture.
The Bible does teach a doctrine of Divine Providence which resembles karma in many ways. The Bible is littered with promises and examples of earthly rewards for righteous behavior. But Divine Providence differs from karma; it is a blessing from God, not a universal balancing system.
Many wicked men and women that have lived horrible lives and done evil things till they died have gone on to life happy and fortunate lives.
Faith and obedience to God comes with blessings, some for individuals.... some for entire nations.
Wickedness and evil can also draw curses, some for individuals.... some for entire nations but God Reproves Those He Loves so those not in Christ are not always punished / cursed on this side of judgment whereas God will correct those that are in Christ as a good father corrects His child but doesn't discipline a strangers.
Now if you live in a nation that is receiving God's blessing or curse and you aren't involved in that action in any way does that sound like if fits with Karma? Clearly no.
And Rewards / Punishments are Often Posthumous which is certainly not karma.
So no, not karma or The Law of Attraction.
More in the sense of "you reap what you sow."
The concept of karma also reflects on reincarnation of the same soul, a murderer for example may not see punishment, but may have to live several lives as the victim of similar murders.
(I'm definitely not suited to debate the topic as you're clearly more knowledgeable of scripture, and when I gave my understanding of karma to a Hindu guy I worked with, he added some clarifications that are common misconception, but that is about the extent)
