The state legislatures FAILED the people. The upcoming SCOTUS case will reaffirm the constitutional fact that the legislatures hold the authority, and cannot be ignored or overridden by state executives or courts, UNLESS there is actual violation of state or federal law. When the legislatures failed and caved under these threats, it's up to SCOTUS to check the illegal rulings of rogue lower courts.
