I think 5D meant the technology level, not necessarily the society.
I remember I got pissed off watching the first reboot movie, because they were building it on the surface. How the hell do you build something like that on the surface?
The "no money, no property" thing was a Gene Roddenberry mistake from when he was losing his mind. They were clearly walking it back by Deep Space Nine, made after his death.
That technology no, but maybe a permanent presence on the moon. There's apparently experiments that can only take place in zero-g, maybe there are some that would be better in a low-g environment.
Star Trek was a socialism wet dream. They never show you the people that clean the toilets or make the machinery work. It’s a tour of the elite upper class that get to fly around in their sports cars, planes, and yachts (except, space ships) organizing regime change in foreign lands.
I'm convinced we would have a Star Trek level society by now if our money wasn't being constantly stolen from us.

This is why I prefer Star Wars.
Because why have a show named for traveling the stars, and have it based on Earth?
At least DS9 used a space station, thus bringing the galaxy to them.
