It's a start, however I do not see anything here other than 'he thinks he owes a lot of people an apology.' He sounds more upset of being fooled rather than saying he is sorry for the pain he has caused.
He already passed the blame so you will never hear an actual apology...ie it wasn't his fault so his being a dick was justified based on his gullibility...
How? He literally didn't say that. He said he was disappointed in himself for falling for the bullshit. This is the opposite of passing the blame.
"I thought I could trust the experts" (i.e. acknowledging fault) vs "I just trusted the experts, what else was I supposed to do?" is also a big difference.
I guess some people will just never be satisfied...

Anyway maybe you re right but for me if I had to own the mistake which I will if he makes an actual apology and I see it, I would say the apology publicly then and there not just say I owe one for all the public twitter nastiness he put out. Then make a further private apology to anyone he called out privately. To me it seems like the first step in passing the buck. I've see it alot in real life. So I guess I'm more cynical about it.
Fair enough. I don't think he's necessarily shifting the blame, but you're not wrong that he hasn't really apologized. Only paid lip service to the idea that he owes some.
Hopefully he apologizes in a later Tweet, but you could also very well be correct that he's slowly working towards passing the blame off in later Tweets.
