I believe what Trump is REALLY getting at is that NARA is also compromised. If NARA is able to "lose" ie, give away classified information, then who do they really work for? (Think of Hillary Clinton and her SAP program). It seems NARA won't get prosecuted so it's just 'business as usual'. It's quite possible they are responsible for leaking classified information to our foreign adversaries & even the press.
According to this article, who were the "Presidents" at the time? Answer: Clinton, Bush and Obama.
Methinks many of these "stolen" documents were eventually stored in Obama's Library. Especially since it's the first that would be "fully" digitized, meaning, only some of the more "vanilla" documents would be digitized while the rest of the documents were stored & locked up. Again, Hillary Clinton was suppose to win in 2016 so you imagine that they became super careless with the feeling of immunity at this point. Classified information/documents just don't disappear. It's used as leverage and sold to make a shit ton of money. There is no way they'll just burn up that stuff. I guarantee you these documents are stored somewhere, and I believe they're in Obama's PL.
Which if Obama's PL was raided by the Good Guys according to Q, then you can imagine what Durham has, what Session has and what Huber has. If these were all declassified... just imagine what the Good Guys have :)

As a very amateur archivist who has watched very professional archivists work (archive.org, among others) at the time I was Grossed Out by the move towards "online archiving". Didn't suspect the reasons for the inadequacies was so malevolent, just assumed ineptitude. My bad.
