I use the witch hazel first to help open the pores. Dab with a cotton ball or washrag, I use plenty since it soothes (especially good for burns bites and rashes). Then use the silver (liquid or gel) to clean and heal. 😉👍 I was camping with my kids and they ended up with poison ivy on their necks and it started creeping onto their faces so I applied the witch hazel and silver and the ivy was reversing in half a day.
IIRC, poison Ivy is an oil based irritant. Anything that can break that oil down will help it. The bigger issue is what did the oil get on before the itchy reaction occurred (ie pockets, rags, tools, etc...).
I use witch hazel and colloidal silver on anything skin related...works phenomenally on poison ivy!
