House minority leader is selected by a vote of the PARTY members of the minority party.

A Speaker of the House is elected based on a simple majority vote of all House members present. Typically, Democrats will vote for a Democrat, while Republicans will vote for a Republican... but it doesn't have to be that way. If it's in their best interest to do so, minority Democrats can vote for a Republican of their choice to be Speaker.
