They will decide on issues exactly like this emergency stay, or stays of execution, injunctions, or anything before that court that can be decided by a single judge. By the way - this isn't anything new. This situation has been posted in here before, and recently. I don't recall off the top of my head what the issue was (something dealing with Trump and the raid I believe) but the consensus was that it would be ok because Justice Thomas is responsible for the 11th Circuit Court of Appeals (part of which is the Southern District of FL).
