I thought the blue checkmarks were originally just supposed to signify that 'yes, this really is that person'.

That was the original purpose.

Then they started removing check marks from already verified accounts because they didn't like their posts. They also started refusing to verify the "wrong" type of people. Effectively making it a 'twitter approved' status badge
