It was more that Sauron himself still could exert his power over what his Eye surveyed. The eagles would have been KFC if they went near Mordor before the Ring was destroyed.
If Legolas had a sniper rifle, the story wouldn't have been long enough to introduce the hobbits. Legolas was there when Sauron was defeated. If he had that level of power then, the human king would have been shot and the ring of power destroyed before it had the chance to perculate problems into middle Earth.
