Nancy got arrested back in January 2021, she had an escort of what looked like US Marshals guiding her around commanding her not to speak with certain people.
This current video you're referring to is just them having to manhandle her more than usual.
Maybe she wouldn't leave ice cream freezer.
I had an epiphany about all those pounds of ice cream- you need it to entice children… think about it…

There is a second angle of the video that shows her hands are clearly free. It was taken from the right a little more and you can see her hands and lower arms,

Yup after the "inauguration" you could see her getting intercepted as she was walking into the White House. "Walk with us" or something to that effect was said to her as 2 apparent US Marshals get on either side of her and take her away from everybody. All caught on C-SPAN cameras.
