Hmmmm. A curious thing. Normal orthography would be:
Vladimir Putin: "The New World Order Worships Satan"
which would indicate speaker (Putin), what he said ( : ) and the quote " ".
But technically (accurately), the text string here means
Quoted text/speech: "Vladimir Putin: The New World Order Worships Satan"
As if this is a headline or title in itself.

Curiously, disconnected possibly to prevent web-crawling bots detecting the URL on some level.
Although I cannot find an original publication at veteranstoday.com, the author of the paper is a "senior editor" there.

Searching the VT website using the PUTIN tag yields a WHOLE bunch of interesting things.
I think that with all this, it is very likely safe to conclude that Q was NOT quoting Putin, but rather, was quoting the article entitled "Vladimir Putin: The New World Order Worships Satan", which suggests that rather than Q attempting to quote Putin, Q may have in fact been pointing anons to Jonas E. Alexis. Or both. Or just Putin - I guess that's possible.
Run a search for this guy on google or duckduck, very little about him. On google, mostly books he has authored. However, there is that link to his profile on VT.
His bio on VT says "he teaches mathematics in South Korea". Hmmm....
Facebook page with his name (https://www.facebook.com/jonas.e.alexis) has a few posts/shares from 2012, but says the profile pic was updated April this year. Profile pic is a book authored by Alexis. Another photo, posted sept 2014, sis clearly a photo of a group of foreigners in South Korea.

I can confirm the architecture (Korean buddhist temple colors and designs) and the group looks to me like a bunch of foreign students. (I myself was a foreign student in SK for 7 years.)
Koreans in the background, photo indicates the group was on a sightseeing tour or visit, as is OFTEN done in SK. Possibly Alexis is the guy in the blue hat on the far right. Face seems to match other profile pics.
This photo seems to corroborate the idea that he is or was teaching in South Korea.

Either way, some really interesting stuff.
More than just a quote about Putin. I think this was likely a lead provided by Q to content published by Alexis, and/or on VT.
Warrants more digging, but the dasto-meter is high, I would say.

I guess Q wanted people to read the whole article. I am sure Alexis is nothing more than a flipped asset at best.

Lots of Anti-trump stuff. Bleh. Makes me wanna throw up.
But it's a curious quote from Q. Q should know the source of this article.... hmmm...
