technically they're deputies, there's just the one sheriff. and if he's a swampfag then he's been able to hire the ones who will do his dirty work.
There's even another group of deputies who are less official, more like volunteers.

I don't know their title but they are affiliated with MCSO and do things like comb the desert for people stuck in washes. I thought they were called the deputy posse, or something like that.
You are right. I had to educate myself about police vs sheriff thing.
Police = city
Sheriff = county
Police chief = hired by mayor, city manager, or city council
Sheriff = elected by the People
Both sheriff and police chief can be corrupt or honest, but usually easier to replace a corrupt sheriff than a mayor/city council and police chief.
It's also easier for the Sheriff to flip the bird to higher authority and say "I will uphold the law as I've sworn to do so."
