There are 3 steps to voting: 1 check in, present ID, and get issued a number. 2 take that number to get a piece of paper that you stick into the ballot printer. 3 vote, which prints out your selections on the ballot paper, and then feed the ballot paper to the counter.
They are looking at the machine that does the 1st step and reports how many people voted. They are required by law to post how many people have voted every few hours on the door to the polling place, so that party people can figure out how many people showed up.
If they are seeing the numbers increase it's because something else is checking out ballots. Note that those machines are NOT connected to the internet. Even the machine that checks you in is not connected to the machine that issues the ballots and the machine that counts the ballots. There should be NO WAY someone could do this.

That said, each county is different in Texas.
they actually are connected to the internet, they have wifi cards. The traffic was traced in the last election, and they have IP addy assigned.
Dallas county checks ID and prints ballot all at first step.
Then you feed that ballot into the voting booth, make your selections and it prints it back out
Finally, you take that and feed it through the tabulator yourself
