They certainly used to.
USPS was the worst by miles, compared to FedEx or UPS, back before Amazon used to deliver most orders directly.
We had neighbors’ packages left on our porch, and vice versa, and whenever this happened, it was always those foul slugs at the USPS. And whenever I called the local post office to let them know they made a mistake, I they reacted like I was bothering them, instead of trying to bail them out.
Government is grotesque, everywhere and always.
I've been fighting with Amazon about this for a couple of years. USPS delivery of a package to my house requires a 35-mile round trip to town. Every time. Called and worked my way up the chain at Amazon about this, requesting they use UPS, which delivers directly to the house. After two hours of phone conversation, they agreed. The next package came UPS, then it went right back to USPS. Grrr.

This is because under contract, UPS is not obligated to deliver SurePost pkgs unless there are multiple items to deliver to the same address.
That's why there's free shipping on most of these big box retailers, they surrogate out the freight transit.
