I believe this is a statement about work at home. They kept the cafeteria open and this is a cost to run it divided by the lunches they served.

Right, so if they were prepping food for 4000 people but only 200 showed up to eat that drives that price up.in that scenario they were paying 80000 a day for food. So wasteful!
