ok thats a possibility, but lets dig into it, say declass happens, and the response is kicking off ww3 with a false flag, what does this do? first and foremost it sets wheels in motion, i can't guess at them all but ill guess a few, biden now remains president for the conflicts extent, assuming a formal declaration of war is made, probably kamala too and most of the already in place government members as well.

Various government and military elements begin to move in preparation for war, the public, briefly sees the declass, then as ww3 flashes across the tv, they forget about it and go into fight or flight, fear and anger takes over. What about the legal and military side? will both be just as distracted by the breaking out of war to fail to notice what's been declassed?

I think its a safe assumption to make that when you're both accomplished, and competent, you have the mental discipline needed to be able to pause, and take a moment to go over things impartially, with a clear head. Let's assume its a split, even or uneven, some elements begin to focus on the declass and what it reveals, while others focus on the outbreak of war.

War results in chaos, confusion, what sort of war though? thermonuclear? cyber? informational? kinetic?, maybe all of the above?

informational and cyber will cause chaos and confusion online and in the public sphere, leaving information unprotected, uncurated, uncollected ect. Online infrastructure will be crippled or destroyed and rendered unusable for an indefinite period of time.

kinetic will result in physical chaos and confusion, deaths, destruction of hardware, physical infrastructure will be damaged and destroyed, again for an indefinite period of time. Supplies normally free for public use will be allocated for wartime use, this is everything from food and water to homes, businesses, and vehicles ect. and their means of production.

thermonuclear will wipe out strategic military targets and population centers, rendering them uninhabitable, crippling infrastructure on all plains, cyber and physical both. huge swaths of both physical and cyber information will instantly be destroyed or lost.
