Impending earthquakes along fault lines can cause that kind of noise days or even months before the actual earthquake itself. These have been heard all over the world, the sound doesn't seem to have a locus but seem like it comes from everywhere. It's really deep underground and can't be pinpointed. I understand that much of NYC is on top of bedrock, so it may be that the deep earth below NYC is shifting and might end with an earthquake.

Where I live, I noticed Hi pitch very different specific irritating sounds/frequencies. The best way to describe it is like tinnitus, but I do not have that condition lol. I first "noticed" about 3 years ago it is intermittent. I do not think it is "organic or natural". It can be very irritating at times.
One happened over a short span in the summer a few years ago locally and was found to be coming from a mysterious company nobody knew anything about.
I had reason in my job to visit a couple of times and going into the office, it looked like a movie set trying to look like an office. Had a guard with no employees to be seen. Asking people who had 'business' there what they did and nobody seemed to know or want to speak of it.
It had a connection to Raytheon.
We have had to listen to that stupid sound for a couple of years. We live in Texas and there is a hospital right behind our house and it's the air conditioning. It will just about drive you nuts. I called the city and they acted like I was crazy and there wasn't anything they could do, they did talk to hospital maintenance and they said they had problems with the ac unit and were waiting for it to be fixed. Some days you don't hear it some days you do, mostly now when you do hear it it's a lot quieter than that 1st summer. We couldn't go outside because it was so annoying, we only got in our pool a handful of times that summer. It's better now but still there and on really hot days it howls. 😑
It's not a "hum." "Hum" implies a lower pitch. This noise sounds like a machine that needs more grease. I wonder if anyone has investigated how large an area is covered by the sound, or if there is a center to the area that might have old equipment running.
