I think most of them are incapable of doing the right thing. They will do whatever told. They’re basically bots.

In any given entity, the majority will not be Comms Aware. Embedded will be a few Comms Aware Clowns (or Patriots), acting as plants.

Imagining an Ops Floor headed by Trump and Q team in a DUMB is less accurate than this nebulous, autonomous structure.
