With Satan at the helm as the ruler of this world, I tend to agree.
God rules everything. If Satan rules this world then he works for God so moot point. If Satan rules this world and God doesn’t then Satan is God and you must be in hell.
God granted Satan power to rule through the world system of evil. Similarly, the granting of power is seen in God giving Stan authority to wreak havoc on Job. My point stands and it is biblical.

Satan is not God and your logic/reasoning does not require us to be in hell in this life and on this earth. When God casts Satan into the lake of fire, Satan will not be ruling or have authority in hell. Even the demons begged Jesus not to put them back into the abyss (hell) during His 3-year ministry. Satan and demons having authority is the incorrect portrayal featured in certain Pentecostal movement, movies, cartoons, baseless literature and so on. Thanks again!
God is 100% in control of Satan. Satan is God's instrument and nothing more. Satan has no power in and of himself. Anyone who donsn't believe that doesn't believe in a God who is omnipotent, omnipresent and all powerful. In other words, if you don't believe in the above God that I described, then you don’t believe in the one true God of all creation.
The apostle Paul says in Romans 9
14 What shall we say then? Is there injustice on God’s part? By no means! 15For he says to Moses, “I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.” 16So then it depends not on human will or exertion, but on God, who has mercy. 17For the Scripture says to Pharaoh, “For this very purpose I have raised you up, that I might show my power in you, and that my name might be proclaimed in all the earth.” 18So then he has mercy on whomever he wills, and he hardens whomever he wills.

God having authority over evil and people is best shown in how He put His own Son to death on the cross for redemptive history. Evil people did what their evil minds and hearts desired to do (like Judas betraying Jesus) as seen in Acts 2:22-24. Satan plans evil and fulfills evil things as a ruler of evil, but God controls it all according to His predetermined plan. Evidence: His victory at the cross and in the life, death, and resurrection of His only beloved Son Jesus Christ, who laid down His life willingly.
