Having looked into the topic and checking several sources. They’re mostly seeking to codify the option of potentially using a Robot they have in inventory in a way it wasn’t designed. Much like the Dallas PD did in 2016. When they opted to blow up a sniper, that had already killed 5 cops and wounded others including Civilians, using a Bomb defusing Robot strapped with C4. As opposed to storming the Snipers hide.
It predictably set off legal controversy that took a while to die down.
Undoubtedly should such a thing pass. It’ll rather predictably get twisted and warped to authorize something that was outside the bounds the original idea intended. Such things always do.

I heard the story on Fox news. The way the so-called conservative host was outwardly rooting for and cheering for this was sickening.
