I guess the fossil fuel free utopia will have to wait. And we were so close.
If there were a suitable portable energy source, either free energy or safely transmitted energy, then EVs would be the right tech and we'll be happy we refined the drivetrains.
Not yet, input/production materials of current battery technology is the leading cost and major environmental issue for EVs. Even if power was free, the batteries are still not ready to replace ICE.
If you had portable power, you won't need the batteries, maybe a small load levelling one I suppose, but that could be lead acid.
we essentially do the same thing but slightly different with hybrid cars like the prius. the difference is that the engine doesn't JUST generate electricity.
the problem I see with your idea is that generally it would be far more efficient to just use the "portable power" to power the car. of course, with a theoretical "free energy" device that wouldn't be an issue, but such a device does not and almost certainly will not exist, and especially not on a scale large enough to power every single car in the world.
