This is the official website for the United States Court of Appeals for the Tenth Circuit.. it's not a church.. not sure where you are getting that from.
That being said, I don't know why they don't just provide this in text form, there is nothing about it that needs to be a pdf

It's not really big because the Supreme Court hasn't agreed to hear this case.
I see no proof that the Supreme Court is going to hear this case.
I believe it's the hearing to decide if they will add it to the docket
