I believe this is a reference to martial law. Civil authority is overtaken by military authority. Habeus corpus is suspended (fundamental right in the Constitution that protects against unlawful and indefinite imprisonment) and other constitutional rights are not guaranteed. Usually happens during time of invasion or rebellion. AND THE BEST PART, possible military tribunals!

That's not actually true though - plenty of things happen in open and direct violation of Article VI every day, and nothing happens. There is no mechanism to enforce the Constitution agreeing with itself, especially under martial law.
