I'm very wary of making changes to the Constitution, but I do believe this is a change that could be safely made without opening a window for the nefarious to use it as a weapon.
I would love to see an amendment that requires every bill to be a single issue with a mandatory time period of evaluation by both Congress and the citizenry before a vote can be made. Not only would it prevent hidden legislation injected into large bills, it would dramatically slow down the pace at which congress could work.

Counter offer: Congress can still pass single issue bills as is, but all legislation signed by the President MUST undergo judicial review in the supreme court and then it goes into a trial phase where it can be voted down by We The People in the next election cycle.
What you’re describing is a direct democracy - we are, proudly, a Republic.
