And ONLY those members of Congress who are present during the entire reading of the bill AND the entire debate can cast a vote.
No, they all must be present to vote. I feel like three excused absences, then removed from office for dereliction of duty. After that hold a special election for their replacement. They should be treated worse than recruits in boot camp. Politicians are the only people that should be presumed thieves until proven otherwise. Put that shoe on the other foot and see how they like it.
That is one thing that MTG put a light on early, the fact that only a handful of people were showing up to vote and she kept stalling them by calling for a full vote so that everyone had to come in to the chamber to vote and it pissed them all off that they actually had to come into work and work. It should NEVER be a like that. If you are elected to be there, you should be fined big if you do not show up to vote (unless you have a damn good reason like, you are in the hospital or family funeral). As well, she stated that, they did not want their Names attached to show how they voted, and made it so they started to do so again so their Constituents can see if their "elected" leaders were voting in ways that went along with what their constituents wanted. Transparency, and they all hate it.
Citizens should be responsible for voting on issues, representatives should make sure our voices are respected.
