He omits reason 3 which is conclusive: No evidence that the "rod" would produce an explosive effect. The only experience we have with tungsten rods is as anti-tank munitions, where they penetrate tank armor. The expectation is that the rod would simply penetrate into the Earth without any "explosive" effect.
There is also the problem that the system would require a constellation of hundreds, even thousands of satellites in order to have any urgent use utility.
The system doesn't exist. And it won't. Get over it. The military "studies" all kinds of system concepts in order to determine whether they make any sense to develop. This one didn't make the grade.

Why would you say that? It was first proposed by Jerry Pournelle, who worked at Boeing and wrote science fiction on the side. You can hardly classify basic ideas that originate in the open literature. (You can classify an activity to develop something, but truly "secret" weapons are almost more trouble than they are worth. If you want them to be a deterrent, secrecy is counterproductive.)
