But the House implemented proxy voting in their "rules" so....there's that.
The U.S. Constitution requires that each body of the Congress have a quorum in order to conduct most business. Under House rules and House precedents, a quorum is defined as a majority of Members who are “chosen, sworn, and living.” With a full membership of 435 Members in the House, a quorum is 218.

But you cannot write a rule that is unconstitutional
"For the first time in history, a bill in the House was passed without a physical quorum present – meaning more people voted from home than in the House Chamber," said McCarthy. "The fact that [the bill] was allowed to pass with blatant disregard to Article I, Section 5 of our Constitution will forever stain this body."
That's YOU defining what presence means. They defined presence as participating on zoom or whatever online thing they use. I don't have a problem with this, they're logged in with a secure system and vote that way, and they publish the results of who voted. If there were any fuckery, anyone who voted differently would freak out. I have three people that work for me that I have never met in person and we only talk via phone, they're my three best workers who produce the most and cost the less. It's a new world.
The words of the Constitution have meaning as intended when written. And when they were written, quorum meant members present and present meant physically PRESENT. Just because the world changes, that doesn't change the original intent of the words as written. If Congress wants to go ZoOMiNg then they can propose an amendment to the Constitution, to be considered by the states and the people.
A bill that protects many borders of other sovereign countries who pay no taxes to our treasury but specifically prohibited one dime to protect our border. This government is more than corrupt, it is a foreign entity that hates America.

Correct. Quorum requires PRESENCE. Not virtually, not via proxy. Congressmen should be getting their asses to work and doing their jobs.

Yep, McCarthy is all over this. No doubt it will be corrected quickly.
This.
