I was President of our HOA for a few years, and the members, only 52, were so apathetic regarding how their association fees are spent, that we had to change the bylaws to say "A quorum, or all who attend the annual meeting" to vote on measures. Our quorum had been 25% of the homeowners. We had a hard time getting at least 13 attendees (with absentee ballots also counting toward a quorum). To think that people are so unconcerned how their "taxes" (annual HOA dues are essentially a tax, and the lowest level tax, in terms of accountability, that I know of) are spent at this level, it's no wonder that our politicians have no trouble spending taxes on whatever they want, because not enough taxpayers even care.
People only show up at HOA meetings if there is a giant increase.
So they do it a little each year, just like all the other taxes we pay. The trouble with ours is that a prior board of directors was misusing the money; they were acting just like politicians :)
We've been talking about hiring a company to run ours that would require mandatory HOA fees, but as of now all HOA and Security "dues" are voluntary. Amazingly enough, we have enough contributors to pay for armed security with K9 in the hood. If we had mandatory dues they'd be here 24/7. But I've never been for mandatory dues.
We were in a townhouse complex, so dues were required to pay for the maintenance and insurance on the "common" areas.
