I think that tweet was exaggerating. All I could find was at the bottom of page 7 here and it's $2M total, not each.

That's practically nothing though. Less than $4000 per member. What are they supposed to buy with that? Just seems odd unless they are supposed to buy a personal firearm and ammo.
