The US territories, districts (such as DC) and overseas possessions (GITMO), would be the logical places for shenanigans by federal officials, given that the federal government exercises exclusive jurisdiction over them.

The US Virgin Islands are extremely corrupt. I lived there for 3 years. I believe Biden's place is on the island of St. Croix. That's only about 35 miles from Little St. James Island (aka - Epstein Island).
