World War I and the Spanish Flu operations were still in the future at this time. The question I would like to pose is this; Did the NIH develop the Spanish Flu as a bioweapon, and if so, did they use gain of function research?
Sadly, the answer to both questions is most likely yes.
"The Year of Globalization: The year before World War I, the world enjoyed a peaceful productivity so dependent on international trade and cooperation that general war seemed impossible."
The Galton Institute
The Galton Institute evolved from the Eugenics Education Society (EES), founded by social reformer Sibyl Gotto in 1907. Galton defined the term ‘eugenics’ as “the scientific study of the biological and social factors which improve or impair the inborn qualities of human beings and of future generations”. In the early 20th century the principles of eugenics were followed enthusiastically in the USA and Europe; eugenics was popular amongst scientists and social reformers alike: the economist JM Keynes, the biologist Julian Huxley, the pioneer of birth control Marie Stopes, the statistician RA Fisher and the novelist Naomi Mitchison were all members of the Eugenics Society.
During the latter part of the 20th century – in particular after the atrocities in Europe driven by Nazi policies – eugenics became associated with doctrines of ‘racial hygiene’ and other coercive practices, which were rejected as discriminatory and contrary to fundamental human rights. Accordingly, the original objectives of the Eugenics Society, and in turn the Galton Institute, have been superseded by the aims and objectives of the Adelphi Genetics Forum

Interesting. Another instance of a redefinition of something to suit more nefarious purposes? Or purposeful deception from the start?
1907 was when Oklahoma became a state. (Just an aside.)
Another interesting link:

They've got quite the collection of The Eugenics Review. Vols. 1 to 60; 1909 to 1968 https://www.ncbi.nlm.nih.gov/pmc/journals/1186/
Hmmm. Wonder why my search took me straight to the 1913 link. Prolly cuz I searched "depopulation".
OT. Your moniker looks the same whether I stand to your right or your left. You a middleman?
Me and my boring old looks, I wouldn't stand out in an army of frogs. You on the other hand, you radiate good looks! ;)
Look at the name. Lucien March.
