If you're referring to several dozen Americans who died trying to vape THC, that had nothing to do with this. You had kids who got the bright idea to take vape pens, fill them with THC extracted into oils including Vit E (tocopherol). The vape pens are designed for nicotine in an aqueous solution. They heat up to 100°C (212°F), vaporize the liquid and you inhale. The vapor cools enough during the transit time from pen to lungs that it's fine. But if you use THC dissolved in high boiling point oils (>400°F), the vapor doesn't have enough time to cool. When it hits the deep alveolar tissue (the air sacs) in the lungs, it burned right through and put kids in the emergency room or morgue depending on how bad the damage to the lungs was.
Fortunately, people figured out really quickly that doing this street trick was stupid as hell after some big time national publicity and a steady parade of anesthesiologists in white coats on TV told people that if they're going to be filthy junkies, they need to be smarter about it.

I'm not very knowledgeable about vaping and whilst trying to search for the original story I read, but could no longer find, I did come across the explanation you outline. Whether this was the truth or a narrative put out there? Tbh after the past few years, I am sceptical.
Also the info on the care homes, which happened just prior to the CDC shutting down the lab at Fort Detrick amid fears of a leak and a few months before the Wuhan incident, seems to be difficult to find now. Perhaps others here have more success in that?
