Every time an Oregonian or anyone else in a state with medical or recreational marijuana lights up a smooth doobie, that is breaking federal law. It's just not breaking local law, so local law enforcement can't get involved. Any American stoner could conceivably be arrested by the FBI for breaking federal law.
But Drugs handily won the War on Drugs and Reagan's in the ground, so that's not gonna happen.
