His actual handle is @papitrumpo and the rumor is it's Trump (or at least his team). I didn't verify this myself nor do I have any first hand knowledge of this, but the word on the street is he's tweeted things that only Trump's team would have been privy to. Void where prohibited. Mileage may vary.

I would guess it's a troll account owned by Trump's team at this point.. haven't seen any mispredictions myself yet and the trolling is totally Trump's style.
