Agreed... BUT... that is the way it was set up, bumps, bruises, scars and all. As much as I would like an IQ test to vet voters, that is exactly how we end up eliminating ourselves. The "System of Systems" will use that against the smart people, actually, that is why we are here in the first place. They used our well intentioned laws and regulations to fk us... fk us good; and I haven't got to "voting" yet.
