They need to live the majority of the time in the area they represent. Only going to DC like once a quarter maybe to handle any business unless something major is going on. But I feel they can be at home researching and writing in plain English stuff then sharing and researching before going to DC to discuss and vote on it
I'm pretty much good with all of these. My only nits to pick:
They should be able to use their own private vehicles to commute, but pay in some fashion for parking e.g. have to slot coins in for time or otherwise.
They should have Obamacare as benefits, but be able to seek out better healthcare completely separately, on their own dimes, with no subsidies from their government employer.
