BTW, my vaxx worshiping coworker had to go home early this week. Or should I say weak, his immune system is shot. He's sick and said he had to go home. Coughing and choking in some cases? We asked are you OK, but he was struggling to (not) cough. Now is the inflection point. He can't lose anymore sick time and is trying to hide that he's sick? By company policy (hate that word) if he's sick he must test himself and report his status. Then he must ware a mask for 14 days. Remember when everyone was Bragging about having covid and testing themselves over, and over again. Virtue signaling their status to everyone. It's not that way anymore, now they are hiding.
Any chance he would be taking lisinopril, a common drug for high blood pressure? Causes histamine formation in the lungs and can lead to constant hacking cough, if it does, he should switch. Meanwhile, serrapeptase is supposed to help with lung function, bromelain (pineapple) might help,or blackseed oil.

HIPAA is effectively GONE since obamacare. That's another consequence of that law they don't talk about.
Regardless if HIPAA is still in play and if OP is not the employer or superior he can ask whatever he wants to ask. The person doesn't have to ANSWER, no law against being nosy. If there was the jails would be filled with Karen types.
Looking at it another way, there are plenty of employers, services and venues asking for proof of vax status. This proves HIPAA is gone. And, it also makes it perfectly fair and permissible to ask anyone about anything.

This lisinopril cough is very common, and also a distinctive kind of dry hack which one learns to recognize. If he's over 40 he might have high BP. Or, other meds can do it. Maybe a general convo about things in his life.
Amlodipine, a hypertension medicine, can also cause a dry cough.
Lisinopril caused me problems. It wasn't obvious at first. I just thought it was allergies. These "allergies" lasted for months and months. I got a cold eventually and lisinopril made it worse. I moved off onto losartan which isn't nearly as bad. I did not have a cough though with lisinopril; just constant post-nasal drainage.
I took lisinopril until it was like whooping cough and someone told my doctor. Who called me up and said I'm switching you to losartan. Shows how a person can get used to gradual deterioration. Losartan stopped that. Next step is beta blockers and this might help other people with different problems.
