Do a search. Point is that is not the current uniform, look it up.
But then, some people have Soviet memorabilia, and wear them proudly. So that's not really proof of inauthenticity IMO.
In private yes, but not while they are serving / on duty.
I disagree. I have seen videos of soldiers and officials using old soviet insignia, even using old uniforms - they are proud of their soviet service.
