To understand the 2017 The Economist cover, let’s simply take the card meanings from The Pictorial Key to Tarot. Two cards are in a rotated position, so for these two we also consider reversals.
THE TOWER.-- Misery, distress, indigence, adversity, calamity, disgrace, deception, ruin. It is a card in particular of unforeseen catastrophe.
THE LAST JUDGMENT.—Change of position, renewal, outcome. Another account specifies total loss though lawsuit. Reversed: Weakness, pusillanimity, simplicity; also deliberation, decision, sentence.
THE WORLD.—Assured success, recompense, voyage, route, emigration, flight, change of place.
THE HERMIT.—Prudence, circumspection; also and especially treason, dissimulation, roguery, corruption. Reversed: Concealment, disguise, policy, fear, unreasoned caution.
DEATH.—End, mortality, destruction, corruption also, for a man, the loss of a benefactor for a woman, many contrarieties; for a maid, failure of marriage projects.
THE MAGICIAN.—Skill, diplomacy, address, subtlety; sickness, pain, loss, disaster, snares of enemies; self-confidence, will; the Querent, if male.
WHEEL OF FORTUNE.—Destiny, fortune, success, elevation, luck, felicity.
THE STAR.—Loss, theft, privation, abandonment; another reading says-hope and bright prospects, Reversed: Arrogance, haughtiness, impotence.
It’s common to use first cards to look at past/present, and the next ones to look at the future. If we do this, and go year by year, we get:
2016 Misery
2017 Renewal / Decision
2018 Success
2019 Treason
2020 Death
2021 Sickness
2022 Success
2023 Theft / Impotence
Also if we assign letters to card numbers (A=1, B=2, etc.), the letter for 2023 is... Q.
Right under the Pied Piper, we see a young boy with a dumbfounded look on his face. He is watching a game called “Panic”. The words “Federal Reserve” and “Chi” (which probably stands for China) are on top while the words “Green light!” and “sis!” (which probably stands for “Isis!” or “Crisis!”) are at the bottom. The little boy watches as this twisted game of Plinko unfolds the same way the clueless masses watch powerlessly while various events unfold on mass media. As the name of the game states, the ultimate goal is to cause Panic around the world as crises are almost randomly generated by those who control the game. And that’s on a magazine cover owned by the Rothschilds.
oh yes, I like that idea! Am ready! Kind of related - Trump posted today on TS "Good Morning Everyone" which, we hopeful apes, saw GME. And all of that is tied together. Very interesting, fren! Thank you for your always interesting and high quality posts!
My thoughts exactly.
Also feel the need to share this breakdown someone did on the 2017 cover on 4chan recently.

Does that yellow card toward the bottom, next to the panda, read PANIC?

This drop reads about the future looking at the past, and the past looking at the future, which is what the 4 chan author was writing about the cards.
Interesting that these are both deltas for tomorrow.
From the article linked above by u/DrinkingThatGarbage :

Thank you for reminding me about that link! That was a great explanation of that symbolism!
Very interesting find!
The article someone else linked suggests that board game is alluding to a Federal Reserve Panic. Run on the banks perhaps?
