They burned off the vinyl chloride to dispose of it. Vinyl chloride is bad enough that the combustion products (phosgene and hydrogen chloride), bad as they are, are less bad. But they are heavier than air, so animals that are close to the ground (pets, foxes, chickens) are going to breathe it after it has become harmless to humans. If anyone is checking concentration levels, they should be doing it AT ground level.
Thanks for some more detail. First round claims were chlorine gas, that I saw. Im not in the area but was wondering actual contents of the load being transported.
Edit: I replied before seeing some of the links and further comments. Hopefully people in the region pay attention to some details on this. If whats being reported is truthful this is quite serious, not just for the town or few mile radius.
It seems the people were not alerted to the fact that the original toxin and its combustion products were all denser than air and would hug the ground, thus being a specific threat to animals, which breathe air close to the ground. Grouping them together on high ground might have mitigated that problem.
