I'm saying can they get to the basic database level of chemical information just to make the chemicals (plural) released after the train crash to make it look less harmful than it may be? SDS's are the responsibility of the manufacturer of the material. Unless they are as corrupt as the govt, it's unlikely. But, we are talking about got and major manufacturers. So anything is possible.
Millions of data sheets exist, people at plants and job sites have them, every company is required by law to have them on site and available at every location which may use them or handle them.
I used to access them daily, and as a safety technician I helped maintain libraries of such things.
Short answer is no, it is impossible for any such agency to magically undo all those millions of documents, all the websites and sheets in people's trucks and toolboxes...
Yeah, I know not the hard copies but given our present circumstances might it not be enough to seed a narrative if just the web versions are altered?
Not really because of the amount of MSDS hard copies. What WOULD be pretty easy, considering the resources at their disposal, is changing the train's manifest and placarding on the cars to show a different material being transported than what is actually in the car.
