I don't think this has anything to do with that, honestly. FEMA is not part of the military so they don't take orders from the CnC.

FEMA is part of DHS, which is part of the administrative branch and answers to the president.

President and CnC are two different offices and under devolution or continuity of government I believe they are separate entities. I believe the CnC position is vacant at the moment.

Just my opinion, I have no inside baseball.

I was just clarifying the chain of command for FEMA through the executive branch. My understanding of COG is only general.
