Go ahead and try to start selling some homemade products without any labels and see who's knocking how quick. It's just like moonshining, they don't want just anyone making money selling un-taxed goods. They always use the safety card when they take your liberties. It isn't safe to prepare food in a non certified kitchen didn't you know?
Food handling licenses and certified kitchens and labeling for processed food.
Meat and dairy? Even tougher regulations. And if you don't think they'll keep an eye out ask the Amish.
Sure you can garden and gift homemade food, but don't dare sell it.

Can't we do that in a Private Member Association (PMA)? I never tried but I'm pondering it. Set up a PMA, say charge a quarter to be a member & then whatever you do (buy or sell) in there is not their business????
Ah, yeah the free trade among people is a huge barrier. I used to bake for a local cafe chain and the commercial kitchen requirement was a pita. I was thinking more along the lines of we kill and butcher our own meat and nobody is inspecting our freezers. (Yet, probably)
I currently use a custom exempt facility. That somewhat limits me as to how I can market my product. Not much to choose from here in the usda facility department.
