Looked in the comments, it appears that's his personal bodyguard. Probably designed to look similar from a distance so if he gets sniped, there's a 50% chance they got the wrong one. That or they're secretly brothers and mom made them wear matching outfits all the time

Maybe both are the kidnapped one’s lookalikes. This raises too many questions not to also think of this one.
