The FBI IS the CIA.
I think the CIA did the planning and execution based on Operation Northwoods and the FBI did the cover-up, under Mueller, that hid all the evidence prior to any possible investigation.

The Israeli Mossad was the primary actor on 911 with help from the CIA. The FBI actually arrested some Mossad assets immediately after 911 but had to let them go.
