Nay, there is more to it, and more to people. Humans rise to their nobility when they put SELF behind and sacrifice for a greater good, THE greater good. Of all.
The risk vs reward operates on one leve, but the origins of our creation are a call to rise to a greater potential.
Spirit and flesh. The flesh drives towards a certain goal; it's part of our nature. And yet, in subjugating and disciplining the flesh, we find a full unity with the source.
Self is not the only, or lasting motivation, imo.
When you realize that you are part of something greater than self, then selfless becomes real.

The people are doing their parts. It’s not up to leadership to do their part and set the stage for arrest.

Everyone will want some type of personal gain for doing something:
He doesn’t want money or fame. He wants to be one of the greatest presidents that ever existed.
He has mentioned himself as a Lincoln type. He has openly complained himself to great presidents.
He cares about his legacy.
He does care about his legacy, but he also knows that if he loses his whole family is subject to the czar Nicholas treatment.

Humans operate off of "Risk Vs Reward" on a deep subconscious level. It's how our brains make "Fight or Flight" decisions.
A reward can be simple as "I feel good for helping people".
