No incoming president has access to AF1. They might get one of those planes to pick them up if they didn't stay in DC the night before, but only POTUS gets AF1 proper. It would however be unusual for an incoming president to have to fly commercial and not on a official SAM.

Joe Biden was”inaugurated” 15 minutes early. That would never happen in a real inauguration.
Biden had to fly commercial air to the "inauguration" as well.
