I didn't build it, but I was involved in other satellite programs. Starlink is a communication system, not a surveillance system. No way would they put on a camera for a function it is not intended to perform. Nor would the camera be adequate for any meaningful photography (satellite too small to afford the size and weight of the necessary optics). You don't know anything about surveillance or reconnaissance systems, so expand your knowledge before you presume to think about it.
