That is what I have been thinking, But at this point after being wrong on my guesses so many times the last few years, who knows. So many twists and turns in this movie.

The sentence structure is such that it could be a description of one person, or of two people.
I didn’t see it at first but I see it now. Maybe the arrest of Trump is the cover/distraction for the arrest of Barry. While everyone will be talking about Trump fingerprints, Barry will have electrodes attached to his balls and 10,000 milliamps surging through his heaving body answering the question “is it safe?”
